CAST Delegation Attends WES 2023 in Singapore

The World Engineers Summit (WES) 2023 was held in Singapore on November 8-10. Teo Chee Hean, Senior Minister and Coordinating Minister for National Security, Singapore, attended the opening ceremony and delivered a keynote address. Luo Hui, Member of the Leading Party Members Group and Director General of the Department of International Affairs of the China Association for Science and Technology (CAST), and Vice Chairwoman and Joint Secretary-General of the Chinese Society of Engineers (CSE), was invited to attend the summit and delivered a speech at the opening ceremony. Yu Haiying, Counsellor of the Chinese Embassy in Singapore, was present at the China Engineers Forum and delivered a speech.

Luo Hui said at the opening ceremony that CAST and CSE are willing to cooperate with engineers' organizations of various countries to innovate in engineering education mechanisms, promote international mutual recognition of engineers, participate in global governance in the engineering field, and push forward the realization of the UN Sustainable Development Goals. She delivered a speech at the China Engineers Forum, saying that CSE and the Institution of Engineers, Singapore (IES) signed an agreement on the mutual recognition for engineers in 2022, which facilitated exchanges and cross-border mobility of engineers between the two countries and set up a new model of bilateral cooperation in the field of engineering.

During the summit, the delegation of CAST met with IES President Dalson Chung and witnessed him issuing Chartered Engineer certificates to the first batch of five Chinese engineers who were mutually recognized by CAST and IES, reflecting the latest achievements in the mutual recognition of engineering capacity evaluation criteria, quality assurance systems and engineer capabilities between the two countries. The delegation also met with Tan Seng Chuan, President-Elect of the World Federation of Engineering Organizations (WFEO), Lock Kai Sang, Executive Committee Chair of the Washington Accord, and representatives from engineers' organizations of various countries, and sought for future cooperation in engineering education accreditation, international mutual recognition of engineers and other fields.

CSE, as a strategic partner of WES 2023, convened the China Engineers Forum and the China Engineering Achievement Exhibition during the summit. The China Engineering Achievement Exhibition focuses on projects with Chinese characteristics that support sustainable development, such as clean energy, smart buildings and ecological restoration. Chinese projects concerning the ecological restoration design for the Yanqing competition zone of 2022 Winter Olympics in Beijing, Hong Kong-Zhuhai-Macau Bridge, the world’s longest sea-crossing bridge and tunnel, construction of artificial islands under the Lantau Tomorrow Vision, a semi-submersible aquaculture and tourism platform that harnesses wave energy designed by the Guangzhou Institute of Energy Conversion under the Chinese Academy of Sciences, offshore wind power, and zero-carbon buildings, attracted many guests to watch and won high praise.

More than 40 Chinese engineers delivered reports, exchanged views on issues and attended the exhibition. They had in-depth exchanges and learned from engineers from various countries. The Chinese engineers include Lionel M. Ni, President of the Hong Kong University of Science and Technology (Guangzhou); Su Quanke, Chief Engineer of the Institute for Cross-sea Engineering and Integrated Transportation of HKUST (GZ) and Professor of Practice of Thrust of Intelligent Transportation; Wang Tianyi, Professor of Practice of Thrust of Innovation, Policy, and Entrepreneurship at HKUST (GZ), Mr. WU Kwok-yuen, Head of the Sustainable Lantau Office, Civil Engineering and Development Department, HKSAR Government; Wen Jian, Deputy Secretary General of the China Institute of Communications; He Jing, Deputy Chief Architect of the China Institute of Building Standard Design & Research and Executive Member of WFEO; Tang Xiaofeng, Associate Professor of Institute of Education, Tsinghua University; Li Fu, Professor of the Institute of Nuclear and New Energy Technology, Tsinghua University; and Wang Zhenpeng, Associate Researcher at the Guangzhou Institute of Energy Conversion, Chinese Academy of Sciences.

The WES is organized by IES. Launched in 2013, the biennial WES is a premier platform for engineering-centric discussions. More than 90 renowned engineering experts worldwide were invited to deliver reports on the theme of “Engineering for a Sustainable Future” and share their opinions, suggestions and solutions.
