The second China-Russia Roundtable Dialogue on Engineering Capacity Building was held in Harbin, Heilongjiang on November 1. Luo Hui, Member of the Leading Party Members Group and Director General of the Department of International Affairs of the China Association for Science and Technology (CAST), and Vice Chairwoman and Joint Secretary-General of the Chinese Society of Engineers (CSE), and Yuri Pokhorkov, President of the Association for Engineering Education of Russia (AEER), delivered a speech respectively. 

Seven experts in engineering from China and Russia delivered presentations on different aspects such as engineering capacity evaluation, engineer cultivation in the digital age, challenges posed by international cooperation projects to the professionalization and internationalization of engineers. They also had exchanges and discussions about topics like the influence of digital technology on engineers and the mobility of engineers along the Belt and Road.

China and Russia opined that there is much room for cooperation between them in the field of engineering capacity building, adding that the two sides should actively institutionalize and normalize the dialogue, have discussions about sustainable development, engineering technology innovation, engineering culture and so forth, strengthen exchanges among young engineers, accelerate the establishment of mutual recognition mechanisms of engineering capacity, and promote cross-regional mobility of engineers, so as to provide talent support for high-quality development of the Belt and Road. 

The dialogue, an important part of the 10th China-Russia Engineering and Technology Forum, was co-hosted by CSE and AEER and co-organized by CSE’s International Cooperation Committee, the Chinese Society for Electrical Engineering, and the Heilongjiang Society of Engineers. More than 60 experts and scholars from China and Russia attended the activity.

CSE and AEER signed the Memorandum of Understanding on Strengthening Engineering Capacity Building at the opening ceremony of the 10th China-Russia Engineering and Technology Forum.
